Child Support Services

  • In North Carolina, Child Support Services are available to anyone who wants or needs help in establishing and/or collecting child support.  Child Support Services are available to anyone who is responsible for a child when there is a non-custodial parent, regardless of income.  If the custodial party and/or the children are receiving Workfirst, Medicaid and/or Foster Care, there is no fee for our services.  Applicants not receiving this assistance are charged a non-refundable application fee of up to $25.00 for our services. 

  • Child Support Services must abide by Federal and State laws and regulations in handing child support cases. The goal of the Child Support Services Program is to ensure that children receive financial support from their parents. To this end, this agency strives to work with all involved parties to provide information, reach solutions to problems and take appropriate actions.  Non-custodial parents must be located before Child Support Services can establish paternity and support or enforce a child support order.  The Child Support Services program is unauthorized to handle custody, visitation or property settlements.

  • Child Support Enforcement’s five major functions are: 

  • Locating Non-Custodial Parents

  • Establishing Paternity for Children Born Outside of Marriage

  • Establishing a Support Order

  • Collection and Distribution of Support

  • Enforcement of Support Obligations

Child Support Program

If you are interested in applying for our services, you may pick up an application 24 hours a day from the file cabinet located outside the Yancey County DSS building.  You may also apply online by using the link provided below.  Once you have set up your account, you will have access to more information regarding your own child support case. If you do not wish to set up an account, you may also contact Customer Service at 800-992-9457, which is open 24 hours a day, 7 days a week.

  • State and local Child Support Enforcement Offices work with custodial and non-custodial parents to ensure children are given the financial support they deserve.

  • Things that can be done to enforce a court order include:

    Income Withholding by Employers

    Withholding of Employment Compensation, Worker's Compensation, Social Security Benefits or Veteran's Disability Benefits

    Monthly Billing to Non-Custodial Parents That Are Not Under Income Withholding

    Filing Court Action Against Non-Custodial Parents Who Have Not Paid Support as Ordered

    Credit Bureau Reporting of All Child Support Obligations Handled by CSE

    Interception of State and Federal Tax Refunds

    Liens on Real or Personal Property Owned by the Non-Custodial Parent.

    Locate Non-Custodial Parents

    Work to Get Child Support Payments Ordered by the Courts

  • The CSE agent gathers all available information, evaluates the case and determines support activities to be pursued and works with an attorney to represent cases in Civil Court actions. These attorneys represent the agency and not the individual client in a case. The agent works with all parties in a case, providing information or explanations or case activities when appropriate.
